I don't have much relationship experience, so maybe I was just kind of gullible...and now trying to find an explanation. My girlfriends who I've talked to about this seem to think it was the agenda thing. But it doesn't make sense to me that he would try so hard if that was the case.

You need to decide if you want to continue pursuing something with someone who's so unenthusiastic about being with you. It's about whether he likes you or not. He may contact you again but I wouldn't get too excited about it if he does.
